will the cars that wrecked before the rains came two weeks ago be allowed to start at the rear when the feature resumes this week assuming they have made repairs between then and now?

Supposedly all drivers involved on lap 2 will restart in their original running positions prior to the rain.

That is correct. All cars will restart the event in the running order they were in when the caution/red was waved for rain, including the #99 car that flipped. The complete restart order will be posted on Facebook.

Any car that started the race will be able to rejoin the field. Since all drivers are no more than 2 laps down, any driver that is 1 or 2 laps down may rejoin the race at the rear of the field. Once any driver in any division is more than 2 laps down, they are black flagged.

In the case of a rain delayed event like this, the driver is qualified, not necessarily the car they were in.

There are 2 laps complete with 16 to go. The remainder of the 305 A-Main will be run first on the program, immediately following 410 Sprint Car Group Time Trials.
