The bridge in question only effects you if you are coming from the Dillsburg/York area across 15 to make a left on 74 at the light, and then make a right at the Exxon to go towards Williams Grove. The bridge is located right at the Park before you would make a right to go to Ashcombe. The bridge is very narrow, so I can see why they are widening it. Go Brian!

It looks like "Dogwood Run" goes parallel to Williams Grove Road and opens into Yellow Breeches Creek. It does not appear to ever cross paths with Williams Grove Road. They could be talking about the bridge on Creek Road right across from the trailer park, or possibly a bridge on Spring Line Rd or 74

They might be replacing the metal bridge that crosses that stream, if thats the one it isnt on the Grove road at all so should be no concern to anyone's travels
