i think restarts would be harder on officials without a cone. if everyone can accelerate as soon as the leader does, it will be much much harder to spot people jumping the start. say you see someone in the back of the back take off....did they take off before the leader? who knows...you cant watch every car at once. at least with a cone, its easy to spot a jumper. I think without a cone there will be a whole lot more controversy over "so and so jumped and he didnt get penalized! he must be a track favorite!" or "so and so didnt jump but got penalized for it! the track must hate him!"
another thought...what about the guy in last place on a restart, at a small track like lincoln when the leader takes off coming off of 4, the last place guy is still on the backstretch, he probably cant see the leader...so he wont know when he can go, or at least wont be able to anticipate the start as good as the cars who can see the leader.

Maybe but they will be single file on the restart so that makes it easier to spot a jump than it is on the initial start.
I'd just as soon see the lapped cars taken out of there because it makes the race much more interesting. Yeah I know that sucks for the leader but there will be times when the shoe is on the other foot and that same guy will be in 2nd place wishing there wasn't lapped cars holding him up on the restart. It all evens out over the course of the year.
