for golf carts at the speedway?

I walk enough.
I don't even take my golf cart to the Grove. I just don't understand the way the rule reads.
I'm guessing all 4 wheelers, mini bikes, and go karts that are found during WoO races are banned. If you have a golf cart it will need insured? The sign is confusing to me.

I'm thinking this is mostly for the 4-wheelers and pit bikes personally, however a good amount of people do register and insure their 4-wheelers, at least they have too if they want to ride at any 4-wheeler parks, so this rule wouldn't keep those out...

I don't think that sign is going to do what they want it to accomplish as it is currently worded.
If you have a golf cart and have a title to it, you can have it insured, and most times as part of your automobile policy, so if you have insurance, per the sign, it would be legal on their property. IMO.
If you would have a four wheeler and registered, lets say with the DCNR, which actually issues "plates" for dirt bikes and four wheelers, atvs, etc., and you have it insured, per the sign, it would be legal on their property. IMO.
What I think they are or were attempting to accomplish is eliminate the people who show up for the weekend with their campers, etc., and bring their four wheelers/atvs along and turn their kids loose with them for the weekend with no supervision or the adults are running around with them all weekend, some with alcohol involved creating a dangerous situation along with insurance and liability issues for the landowners. IMO.
I know I ran into this problem in Georgia at Screven when the Sheriff's office decided that all four wheelers, pit bikes, atvs and pit mules "required" a county issued permit before we could even unload them from the race rigs. It took a few hours, but it was decided that as long it the vehicle was "race team pit equipment" and we did not leave the pit area or inside the race track, we were allowed to use them with out a county issued permit.
